Agenda Item Brief: Consideration and possible award of the Gleeson Way Sanitary Sewer Rehabilitation Project, Bid No. 11/12-006, PWP-WA-2011-360, Base Bid and Alternate 1 to Q & D Construction, Inc., in the amount of $84,478. This project will replace the existing sanitary sewer main and laterals from Tanglewood Drive east to N. McCarran Boulevard. City staff recommends approval.


Background: Through the City’s sewer evaluation and maintenance program, the section of sanitary sewer main between Tanglewood Drive and N. McCarran Boulevard was identified as having internal constrictions due to settlement or physical damage to the pipes. The sewer main was constructed with the Springvale Subdivision, Unit No 1-A, circa 1965. This section of the sewer main is 410 ft long with associated service laterals to the adjoining residences and businesses. Due to the physical damage to the pipes, the main must be replaced. Until the main is replaced it must be cleaned frequently to maintain sewer flow capacity to approximately 150 homes in the neighborhoods to the west. This project was distributed earlier this year to several contractors as an informal quote based upon a design which required open trench excavation and replacement of the sewer main. The response from the several contractors who reviewed the original plans was that the cost would exceed the threshold for an informal bid ($100,000) and that an alternative means of pipe replacement would probably be less expensive and less disruptive to the neighborhood. The project was subsequently re-designed to use a pipe-bursting technique with a new, continuous plastic pipe pulled through the hole left by the burst pipe. This is a specialty technique that often requires a specialty contractor with the particular equipment to perform the work. While this method will replace the pipe, it may not repair horizontal and vertical offsets that create a sag in the line. Therefore, Alternate 1 was put in the project as a contingent item to excavate and repair a pipe offset as necessary. Since the cost estimate was close to the threshold of a formal bid ($100,000 per NRS) this project was re-distributed as a formal public bid. Given the unknown conditions at the existing main and service laterals, with consideration that additional excavation and remedial work may be required to stabilize the new sewer main, a force account of $20,000 is included in the contract if required for additional work.

Analysis: The project was advertised in the Reno Gazette Journal on August 31, 2011 and copies were distributed to local plan rooms. Six (6) bids were opened at City Hall on September 22, 2011. Bid results ranged in cost from $81,478 to $195,000. No irregularities were found in the bids. A recap of the bids follows below: Item Engineer’s Estimate Q & D Construct. Brian Murphy Construct. Alternatives: 1. City Council could award the Gleeson Way Sanitary Sewer Main Rehabilitation Project as outlined by Staff. 2. City Council could reject the Gleeson Way Sanitary Sewer Main Rehabilitation Project and provide direction to the City Manager.
