Title: Consideration and possible approval to purchase a rotary fairway mower for Parks Maintenance from Turf Star in the amount of $76,043.41.

Recommendation: Staff recommends that Council approve the purchase of this mower from Turf Star in the amount of $76,043.41.
Financial Impact: This is a one time purchase that will be funded with an augmentation to the vehicle replacement fund. There will be monthly depriciation charges in the amount of $633.70 and a monthly M&R rate that will be covered by the Parks Maintenance Department.

Agenda Item Brief: Fleet Services is requesting authorization to spend $76,043.41 811A, a fairway mower that was purchased in 1995. This mower will be used to maintain park space and sports fields.


Background: Staff had originally requested to replace this mower during this fiscal year but due to budget constraints it was deferred until next year. This mower had an unexpected gearbox failure and the parts are no longer available to repair this unit. The parts to repair this machine can be made at a significant expense far exceeding the value of the machine. It is staff's recommendation that this machine be replaced now due to the amount of acreage of grass that needs to be maintained. there would be a significant burden of Parks Maintenance Staff as well as the remaining machines if this purchase were delayed. The machine that would be purchased, if approved, would be through a local representative from Toro. The City owns six other Toro mowers and several othe types of Toro equipment. Warranty and parts support from Toro has been good.

Analysis: In sourcing this machine, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the machine utilizing the National Intergovernmental Purchasing Alliance. These Purchasing Alliances are historically very competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.
