Title: Consideration and possible approval to purchase a Schwarze Model A4 Storm Regenerative Air Sweeper mounted on a new Isuzu NR254 truck chassis from Atlantic Machinery Inc. and MME in the amount of $155,293.00.

Recommendation: Staff recommends that Council approve the purchase of this vehicle from Atlantic Machinery Inc. and MME in the amount of $155,293.00.
Financial Impact: $135,000.00 in Motor Vehicle fund 1702, and $20,293.00 in fund 1640. $1,175,376.00 was approved for project #16-7500, Vehicle & Equipment Replacement Plan in the FY16, and $1,050,857.52 of budget authority is currently available. The purchase price for the sweeper is $155,293.00. Of which $135,000.00 will be paid by an approved Federal CMAQ Funds Grant. This will leave a remaining balance of $20,293.00 for the City to pay. Utility Divisions annual maintenance and repairs costs will increase by $21,036.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $155,293.00 to purchase this sweeper for Utility Division.



Background:

Staff is requesting approval of the purchase of this Schwarze Model A4 Strom Regenerative Air Sweeper as new needs to support a request by Utility Division. This sweeper is a smaller unit than the ones currently in our inventory.

The purchase of this sweeper was not budgeted in FY2016 due to the sudden availability of the grant funds. The purchase is being grant funded in association with the Southeast Connector Project and will allow us to sweep the walkways on either side of the road that are too narrow to accommodate our current sweepers. We plan to utilize the sweeper on the walking paths and regional trail system as well.

This grant is a 95% reimbursement up to $135,000.00.



Analysis:

In sourcing these vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing these vehicles utilizing the NJPA (National Joint Purchasing Alliance) bid. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item. National Joint Powers Alliance Contract No. 022014-AMI



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct staff to provide alternatives to this purchase.


Recommended Motion:

I move to approve the purchase of this Schwarze Model A4 Storm Regenerative Air Sweeper from Atlantic Machinery Inc. and MME in the amount of $155,293.00.
