Financial Impact: This project will utilize budget of $503,241 from project #16-1004 from the FY16 approved CIP. There is $677,391 remaining available for this project after the construction project of $1,014,000 for Mt Rose Heating & AC.

Agenda Item Brief:

Consideration and possible approval of a contract for the City Hall HVAC Upgrade Project to provide an Alerton Direct Digital HVAC Control System, Bid# 15/16-006, PWP# WA-2015-258, to Building Control Services, Inc., in the amount of $503,241.  The City Hall HVAC system is currently controlled by an outdated and inefficient air actuated mechanical system.  Building Control Services would install a new Alerton Direct Digital HVAC Control System that would allow the new HVAC system to be much more efficient and greatly reduce the time required for maintenance to monitor and adjust the system.  Staff recommends approval.



Background:

The current HVAC system at City Hall uses an out dated mechanical system that uses air actuators to adjust the system.  This current air actuated system is over 35 years old and many of the air actuated valves have lost their flexibility because of age and no longer operate as they were originally intended.  Repairing the existing system is very time consuming for City Hall Maintenance personnel and adjusting the system is time intensive and difficult to get positive results.

The City currently uses the Alerton Direct Digital HVAC Control System on the majority of City owned buildings.  The Alerton Control System has proven itself over the years as a quality product that is easy to use and the software interface allows maintenance staff to make adjustments to each building from a laptop anywhere network access is available.  This greatly reduces the time spent going from building to building to make adjustments.  Building Control Services is the only company in Nevada authorized to sell, install and service the Alerton Control System.  Since most of the other City owned buildings use an Alerton Control System it is more cost effective to continue to use this same proven system at City Hall.  This also allows maintenance to monitor the system using one software program that they are trained on instead of multiple software systems.  This practice of standardization is permitted by NRS 332.115 (c, d).



Analysis:

This bid provides for the labor and materials required to install a new Alerton Direct Digital HVAC Control System into the new HVAC System that Mount Rose Heating and Air will install if approved by Council.  Building Control Services has worked with the City throughout the entire HVAC design process to ensure the mechanical contractor and the control contractor will provide the best available product to City Hall. The City received a bid from Building Control Services on July 30, 2015 in the amount of $503,241 which includes the material, installation, and software required to install the Alerton Direct Digital Control System.  The bid does include prevailing wage as required per NRS and is attached for your review along with a letter from Alerton verifying that Building Control Services (BCS) is the only authorized Nevada Company to sell, install, and service Alerton Products.



Alternatives:
  1. City Council could approve a contract for the City Hall HVAC Upgrade Project to provide an Alerton Direct Digital HVAC Control System, to Building Control Services, Inc., as outlined by Staff.
  2. City Council could reject a contract for the City Hall HVAC Upgrade Project to provide an Alerton Direct Digital HVAC Control System, to Building Control Services, Inc., and provide direction to the City Manager.


Recommended Motion:

I move to approve a contract (AC-5191)  for the City Hall HVAC Upgrade Project to provide an Alerton Direct Digital HVAC Control System to Building Control Services, Inc., in the amount of $503,241.
