Agenda Item Brief:

Consideration and possible approval of a contract for the City Hall HVAC Upgrade Project, Bid# 15/16-002, PWP# WA-2015-224, to Mount Rose Heating and Air Conditioning, Inc., in the amount of $1,014,000.  The City Hall HVAC system is outdated, inefficient, lacks redundancy, is very inconsistent with heating and cooling in different areas of the building, and takes a tremendous amount of time for maintenance personnel to keep up with maintaining the system.  This project will upgrade the existing HVAC system at City Hall and fix the deficiencies of the system.  Staff recommends approval.



Background:

The Sparks City Hall was originally constructed in 1968 with multiple expansions and additions throughout the years.  The original buildings used package gas HVAC units that were mounted on the roof.  When the main building was constructed with a basement in 1979 a boiler and chiller were installed to heat and cool the entire complex except the legislative building.  The boiler was replaced around five years ago, but the chiller and the rest of the system are original components from 1979.  The system is aging and needs to be upgraded to provide improved efficiency, functionality, redundancy, and greatly reduce maintenance costs for the system.



Analysis:

This bid provides for the removal and replacement of the main chiller plant and boiler plant, main air handler and return fan refurbishment, pipe replacement / reconfiguration for the heating and cooling plants, variable air volume control box (VAV) and reheat coil replacement, duct replacement, rooftop air handler unit replacement, chiller room exhaust fans, electrical work related to the HVAC Upgrade, and ceiling/wall repairs incidental to work performed.  The new HVAC System will include a new direct digital control (DDC) system, but this has been bid separately and is included as a separate agenda item.

The project was advertised in the Reno Gazette Journal on June 24, 2015 and digital copies were distributed to local plan rooms.   Three (3) bids were opened at City Hall on July 29, 2015.  Base Bid results ranged in cost from $1,014,000 to $1,135,000.  The contract amount includes a force account of $115,000 to correct unforeseen conditions, if required.  Mount Rose Heating and Air Conditioning, Inc. is the lowest responsive and responsible bidder for this project with a base bid amount of $1,014,000.  A bid recap is given below for Council’s review.

Alternatives:

  2. City Council could reject a contract for the City Hall HVAC Upgrade Project, to Mount Rose Heating and Air Conditioning, Inc., and provide direction to the City Manager.

I move to approve a contract (AC-5190) for the City Hall HVAC Upgrade Project to Mount Rose Heating and Air Conditioning, Inc., in the amount of $1,014,000.
