Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $183,358.00 for Sparks’ share of a construction bid award to KG Walters Construction, Inc, for the Phase 1 Piping and Mechanical Modifications Project at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share the contract between the City of Reno and KG Walters Construction for the Piping and Mechanical Modifications Project at TMWRF.
Financial Impact: There is no impact to the General Fund. This continuing FY 2013-2014 project was part of that 5-year Capital Improvement Plan (CIP), approved March 6, 2013. Sparks’ share of the remaining designated balance is $627,400.00. Appropriations will be augmented from either fund equity or savings from non-TMWRF project(s) funded in the Sanitary Sewer Capital Project Fund (1631). The City of Reno will enter into an agreement with K. G. Walters Construction, Inc. in an amount of $584,500.00 and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF as illustrated in the attached Table 1. Up to $183,358.00 in expenses will post to account 604090, TMWRF Construction, using CIP 14-6600Y, TMWRF Water Systems Improvement Project, now known as Piping and Mechanical Modifications Project- Phase I.

Agenda Item Brief:

City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $183,358.00 for the city’s share of a contract between the City of Reno and KG Walters Construction Inc. for the Phase 1 Piping and Mechanical Modifications Project at TMWRF.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) is jointly owned by the Cities of Reno and Sparks. The City of Reno oversees the Capital Improvement Program for TMWRF, while the City of Sparks manages operations.

TMWRF operates three separate water systems in the facility.  The No.1 water system is the potable water system used at the plant for domestic applications such as sinks, toilets and eyewash stations.  The No.2 system utilizes reclaimed water produced by TMWRF for cleaning, process water and the cooling of mechanical equipment related to the plant processes.  The No.3 water system utilizes the same treated effluent as the No. 2 system but is maintained at a higher pressure.  A majority of the piping in these three systems is more than 30 years old.  Many of the components in these water systems are at the end of their service life and require replacement.  Additionally, modifications through the years have placed water lines above medium- and high-voltage electrical gear, creating a significant safety hazard should the piping fail.



Analysis:

This project is part of the approved TMWRF 5-year Capital Improvement Program.  An engineering analysis has identified needed improvements as ranked them according to likelihood of failure and the impact of a failure.

The first phase improvements were selected to address the most critical areas e.g. those whose failure would result in significant impacts to the process or other infrastructure.  An open-competitive bid was held for this work by the City of Reno with bids being opened on June 23, 2015.  Two responsive bids were received, with the lower bidder being K.G. Walters Construction Co., Inc. in the amount of $584,500, with the City of Sparks’ share being $183,358.00.



Alternatives:

Council could direct staff to provide other alternatives.



Recommended Motion:

I move to approve reimbursement to the City of Reno for Sparks’ share of the Pipe and Mechanical Improvements Phase 1 Project located at TMWRF and awarded to KG Walters Co. Inc. in an amount not to exceed of $183,358.
