Human Resources is requesting authorization to continue to use the joinder provision to utilize State of Nevada pricing with ARC for various medical services including annual police and fire physicals required by statute, drug testing for new hires, DOT physicals and so forth. The City of Sparks has been utilizing the joinder provision since 2013. This item is up for review by the City of Sparks Mayor and City Council because there is a new contract term.
Background:
The City of Sparks sends employees and potential employees for various medical services to satisfy statutory and legal requirements, and as part of hiring and employment best practices. It is estimated that we spend up to $130,000 per fiscal year on these services, spread across all departments and funds.
Analysis:
In sourcing these services, if approved, the City would be using the joinder provision allowed under NRS 332.195, and using the contract awarded by the State of Nevada. Utilizing the “joinder” provision allows the City to precisely define the services needed while foregoing the need to formally bid the item.
Alternatives:
1. The City Council may approve the item as recommended.
2. The City Council may reject the recommendation of staff.
3. The City Council may choose not to approve the use of the State of Nevada pricing structure with ARC in a joinder provision, but direct the City Manager further.
Recommended Motion:
I move to approve the use of the State of Nevada pricing with ARC for various medical services through the joinder provision.
