City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $130,497.00 for its share of a not to exceed $415,993.00 contract, including a $70,000.00 force account, administered by the City of Reno with Gardner Engineering & Mechanical Services to replace HVAC equipment in Chemical Building #3 and the cogeneration building.
Background:
Major modifications are being made to several of the existing buildings at TMWRF to accommodate new process or new more efficient equipment. The existing HVAC equipment is beyond its service life and is not capable of accommodating these new processes or equipment. In particular the Chemical building # 3 has been repurposed to process polymer dosing for the new centrifuges in the Dewatering Ameresco/ESCO project. The current HVAC in Chemical building #3 is unsuitable for polymer and needs to be replaced. The HVAC in the cogeneration building has performed beyond its useful life and needs to be sized to accommodate the new cogeneration equipment.
Analysis:
The HVAC improvements in the cogeneration building and Chemical building # 3 are part of an ongoing project to address aging and failing HVAC equipment at TMWRF. These two current improvements are needed to move forward with cost savings related to the Ameresco/ESCO project. Improvements in the cogeneration building are needed to address air exchanges in the building for the new cogeneration unit and the HVAC in Chemical building # 3 addresses proper climate control for the poly blend system for dewatering.
The City of Reno held an open, competitive bid for the proposed work. Three responsive bids were received with Gardner Engineering & Mechanical Services being the lowest at $415,993.00, with the City of Sparks’ share being $130,497.00.
Alternatives:
Council could direct staff to provide other alternatives.
Recommended Motion:
I move that City Council award the approval of reimbursement to the City of Reno for Sparks’ share of HVAC replacement located at TMWRF in an amount not to exceed of $130,497.00.
