Title: Consideration and possible approval to purchase the equipment and labor to up-fit four police vehicles from Lehr Auto Electric in the amount of $51,776.40.

Recommendation: Staff recommends that Council approve the purchase the equipment and labor to up-fit four police vehicles from Lehr Auto Electric in the amount of $51,776.40.
Financial Impact: $149,625.00 in Motor Vehicle Fund 1702. $1,450,500.00 was approved for project #15-7500, Vehicle & Equipment Replacement Plan in the FY15, and $392,685.12 of budget authority is currently available. $126,448.58 of replacement funds have been collected in this fund for the replacement of the four vehicles.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $51,776.40 to up-fit four patrol vehicles for the Police Department.



Background:

This request is for the parts and labor to up-fit four replacement patrol vehicles #227L, #228J, #243F, and #254E. These vehicles have reached the end of their life cycle. The Tahoe 4X4 #243F will be reused as a replacement for another older vehicle in the fleet.



Analysis:

In sourcing these vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this equipment and labor utilizing the State of Nevada vehicle bid. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the equipment  needed while foregoing the need to formally bid the item.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct staff to provide alternatives to this purchase.


Recommended Motion:

I move to approve the purchase of the equipment and labor to up-fit four police vehicles from Lehr Auto Electric in the amount of $51,776.40.
