The permanent patch program requires a contractor to permanently patch city owned streets and alleys that have been cut by permit holders. The program is funded solely through permit fees.
Background:
The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permenent Patch Program is self funded and all costs associated with the program are paid for by permit fees.
Analysis:
Solicitation for the permanent patch contract advertised on April 1, 2015 in the Reno Gazette Journal and copies were sent to local plan rooms. Seven bids were publicly opened on April 15, 2015 at 2:00 PM at City Hall. A summary of bids is shown below and for your review:

- City Council could direct staff to submit an agenda item for their consideration at a future council meeting recommending awarding the 2015 Permanent Patch project to Vega Asphalt Paving in support of the bid award protest addressed in the previous item.
- City Council could reject all bids associated with the solicitation documents and provide direction to the City Manager.
Recommended Motion:
I move to award the 2015 Permanent Patch Program, Bid No. 14/15-017, PWP No. WA-2015-145, to Sierra Nevada Construction, Inc. in the amount of $199,007.
