Title: Consideration and possible approval for the City Council to accept a State Emergency Response Commission (SERC) 2015 Hazardous Materials Emergency Preparedness (HMEP) Training grant in the amount of $18,047.05 for the training of Hazardous Material Team members.

Agenda Item Brief:

The Regional Hazardous Materials Response Team (RHMRT) applied for a State Emergency Response Commission 2015 Hazardous Material Emergency Preparedness Training grant in April 2015. The RHMRT membership consists of fire personnel from the Reno Fire Department, Sparks Fire Department, and the Truckee Meadows Fire Protection District. This grant will be used to reimburse those team members who attend the Continuing Challenge Hazmat Conference, to be held in Sacramento, California, on September 8-11, 2015. Total grant award is $18,047.00, with Sparks Fire Department’s portion being approximately 40% of the total. The Fire Department is seeking City Council approval to accept this award.

Background:

The RHMRT has successfully applied for this grant every year since 2009. The grant reimburses registration expenses, as well as expenses incurred for travel, subsistence, and lodging for team members attending the Continuing Challenge Hazmat Conference. This conference is held each September in Sacramento, California, and is the premier conference for instruction in hazardous material response and for vendor interaction.

Analysis:

State of the art training of this kind is extremely important in maintaining the skills of team members. The Sparks Fire Department averages 8-10 attendees to the conference yearly. Attendees are exposed to state of the art instruction in hazardous material response, as well as given opportunity to view and sample new equipment used in emergency mitigation. The grant requires no match, and all reimburse actions are the responsibility of the individual departments or attendees.

Alternatives:

1. Council can reject the acceptance of the grant award.

Recommended Motion:

Staff recommends City Council accept the SERC 2015 Hazardous Material Emergency Preparedness Training grant award.
