Title: Consideration and possible award of the 2015 Curb, Gutter, Sidewalk and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 to Sierra Nevada Construction, Inc., in the amount of $ 406,007.

Recommendation: Staff recommends that Council award the 2015 Curb, Gutter, Sidewalk and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 to Sierra Nevada Construction, Inc., in the amount of $ 406,007.
Financial Impact: $ 406,007 in Storm Drain Capital Projects Fund. $850,000 was approved for Project 15-6690, Storm Drain Street Improvement Coordination in the FY15 CIP, of which $629.601.42 of budget authority remains. This will be encumbered using account number 604120, Program 15-6690D.

     A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

Consideration and possible award of the 2015 Curb, Gutter, Sidewalk and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 to Sierra Nevada Construction, Inc., in the amount of $ 406,007. This project will replace the existing curb and gutter infrastructure on Prospect Way from Rock Blvd to 17th Street, and Oxford Way from Rock Blvd. to 17th Street.  Because the Curb and Gutter must be completely removed and replaced, replacement of the adjacent sidewalks will also be included.  In lieu of patching the pavement surface adjacent to the new curb and gutters, the street surface will be repaired with a mill and overlay.  Staff recommends approval.



Background:

This project involves the complete replacement of curb gutter, sidewalk, driveway approaches, and asphalt grind and overlay on Prospect and Oxford Way from Rock Blvd. to 17th Street. The existing curb and gutter infrastructure has deteriorated over time and does not function as designed as flow of storm water runoff is restricted.  Because the curb and gutter is to be completely removed and replaced, the adjacent sidewalk will also be replaced. In lieu of patching the pavement surface adjacent to the new curb and gutter, the street surface will be repaired with a mill and overlay.   The area to be replaced is identified within the fiscal year 2015 CIP.



Analysis:

The project advertised in the Reno Gazette Journal on February 25, 2015 and copies were distributed to local plan rooms.  Three bids were opened at City Hall on March 18, 2015.  Bid results range in cost from $406,007 to $460,460.   Below is a recap of the bids received:

  • Sierra Nevada Construction                         $406,007
  • Spanish Springs Construction                      $431,444
  • Granite Construction                                    $460,460


Alternatives:
  1. City Council could award the 2015 Curb Gutter, Sidewalk, and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 as outlined by Staff.
  2. City Council could reject the 2015 Curb Gutter, Sidewalk, and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 and provide direction to the City Manager.


Recommended Motion:

I move to award the 2015 Curb Gutter, Sidewalk, and Pavement Replacement Project – Unit 1, Bid No. 14/15-014, PWP-WA-2015-115 to Sierra Nevada Construction, Inc., in the amount of $ 406,007.
