Agenda Item Brief:

Fleet services is seeking approval to enter into a cooperative agreement with the State of Nevada and to accept this CMAQ Grant from the Federal Highway Administration through the State of Nevada in the amount not to exceed $135,000.00 for the purchase of CMAQ approved equipment during the 2016 fiscal year.



Background:

1. The State of Nevada acting by and through its Department of Transportation and the Nevada Division of the Federal Highway Administration have entered into a Stewardship Agreement pursuant to Title 23 U.S.C. (United States Code) 106. N.R.S. 408.245 authorizes the State of Nevada to act as an agent and to accept federal funds on behalf of local public agencies. This agreement delegates authority to the City to purchase the CMAQ equipment outlined below.

 

The purpose of this grant is to purchase a sweeper that will be used to sweep narrower walking and biking paths around the city. There is a 5% match component associated with this grant so the investment by the city will not exceed $7,105.00, This sweeper will be an addition to the fleet and will have an impact to the drains maintnenace budget in the form of cost recovery and M&R.



Analysis:

The CMAQ funding will allow the City to purchase one new sweeper that can be used on smaller paths, parking lots, the Southeast Connector walking path and various other pathways that will not accomodate one of our larger sweepers.

This grant provides $135,000.00 worth of equipment that the City needs with only a $7,105.00 investment impact to the drains maintenance or the capital projects fund.



Alternatives:

1. Council could approve acceptance of this grant funding and enter into an agreement with the State of Nevada as outlined by staff.

2. Council could deny acceptance of this grant and therefore would not need to enter into an agreement with the State of Nevada.



 



Recommended Motion:

I move to approve entering into an agreement with the State of Nevada, and to accept the CMAQ grant in an amount not to exceed $135,000.00.
