A Business Impact Statement is not required because this is not a rule.
Join Together Northern Nevada has awarded the Sparks Police Department $10,000.00 for the enforcement of under-aged drinking. The grant funds are provided through the Nevada Division of Child and Family Services Enforcing Under-aged Drinking Project. The Sparks Police Department utilizes these funds to pay overtime for officers conducting under-aged drinking enforcement activities.
Background:
The Sparks Police Department has partnered with Join Together Northern Nevada for approximately 14 years to reduce the impacts of under-aged drinking and youth access to alcohol. The Sparks Police Department applied for and was awarded a $10,000.00 grant to participate in the enforcement of under-aged drinking activities. The funding is to conduct alcohol sale compliance checks, controlled juvenile party dispersement, fake identification checks, juvenile DUI prevention/apprehension and other similar events.
The Sparks Police Department operates on the use of these overtime funds to provide this service. Sparks Police department personnel under the direction of a police sergeant will conduct alcohol compliance checks, and provide special patrol units for DUI and alcohol party dispersement during peak times of the year such as New Year's, prom and graduation weeks.
Analysis:
The Sparks Police Department would not be able to complete these tasks without the assistance of this grant and providing the subsequent overtime.
Alternatives:
The Council could deny the acceptance of the grant and authorize general fund overtime to accomplish the under-aged drinking prevention activities.
Recommended Motion:
I move to accept the $10,000 grant from Join Together Northern Nevada for Enforcing the Under-aged Drinking Project.
