Title: Consideration and possible approval of an Interlocal Agreement between the City of Reno, Washoe County, and the City of Sparks for Reimbursement to the City of Reno for $8,300 for the Huffaker Reservoir Effluent Interconnection Pipeline Evaluation.

Financial Impact: $8,300. This project will utilize budget in CIP 15-6791 Annual Contingency for Emergencies, Fund 1650 Effluent Operations Fund, where $160,000.00 is available.

Agenda Item Brief:

Staff from the City of Reno, the City of Sparks, Washoe County, Truckee Meadows Water Authority, and Truckee Meadows Regional Planning Agency have been meeting as an interagency staff working group to discuss regional effluent reuse planning and operational strategies in the Truckee Meadows.  This group identified the need to evaluate benefits and costs of an effluent intertie pipeline from the Truckee Meadows Water Reclamation Facility to the South Truckee Meadows Water Reclamation Facility’s Huffaker Reservoir.  The City of Reno has entered into an agreement with Stantec Consulting Services to perform this evaluation.  Northern Nevada Water Planning Commission has provided a portion of the funds; the City of Reno, the City of Sparks, and Washoe County are splitting the remaining cost equally as outlined in the Interlocal Agreement.  Staff recommends approval.



Background:

Staff from City of Reno, City of Sparks, Washoe County, Truckee Meadows Water Authority, and Truckee Meadows Regional Planning Agency have been meeting as an interagency staff working group to discuss regional effluent reuse planning and operational strategies in the Truckee Meadows.   Currently, the bulk of the effluent reuse occurs during the warmer months of the year as irrigation of parks, landscape areas, golf courses, and agricultural crops.  The source of effluent for reuse within Reno and Sparks is the Truckee Meadows Water Reclamation facility (TMWRF).  Washoe County’s reuse program is supplied by the South Truckee Meadows Water Reclamation Facility (STMWRF). This group identified the need to evaluate benefits and costs of an effluent intertie pipeline from TMWRF to STMWRF’s Huffaker Reservoir.

The primary benefit of an interconnect pipeline is potential storage of effluent during the colder winter months.  Colder air temperatures typically result in reduced nutrient removal efficiency.  In concept, if winter storage is utilized, TMWRF’s nutrient loading to the Truckee River could be reduced.  This could also allow for an increase in effluent disposal options.

In order to evaluate the benefits and costs of a proposed intertie, the City of Reno entered into an agreement with Stantec Consulting Services in the amount of $45,000.  The Northern Nevada Water Planning Commission has provided Reno with $20,000 to cover a portion of the project costs.  As Reno, Sparks, and Washoe County all stand to benefit from a potential intertie, the remaining $25,000 is proposed to be split evenly between the three agencies.  An Interlocal Agreement has been prepared to allow for the City of Reno to be reimbursed by the City of Sparks and Washoe County.  Cost to the City of Sparks is $8,300.

  1. The City Council could approve the Interlocal Agreement as outlined by Staff.
  2. The City Council could reject the Interlocal Agreement and provide direction to the City Manager.

“I move to approval of an Interlocal Agreement between the City of Reno, Washoe County, and the City of Sparks for Reimbursement to the City of Reno for the Huffaker Reservoir Effluent Interconnection Pipeline Evaluation.”
