Title: Consideration and possible approval of BID # 14/15-006, for an initial one (1) year contract with the possibility of three (3), one (1) year extensions to Western Nevada Transport Company for the amount of $99.00 per load to transport Biosolids from Truckee Meadows Water Reclamation Facility (TMWRF) to the Waste Management landfill site in Lockwood, NV.

Recommendation: Staff recommends that the Council approve a contract for Western Nevada Transport to provide transportation services to TMWRF beginning on a term contract from 11/1/2014 to 10/31/2015 with 3 (ea) mutually agreeable 1-year options for extension (Term shall run no later than 10/31/2018).
Financial Impact: There is no General Fund impact. There remains $365,599.33 in appropriations for Biosolids Hauling in the Fiscal Year 2014-2015 budget approved by Joint Coordinating Committee on March 1, 2014. Annual costs for Biosolids transport service are estimated at $204,500.00 based on Biosolids produced annually. This expense will be charged to TMWRF, Fund 5605, Account 603240, Biosolids Hauling, under Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is quantifying reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental. The flow split for the Fiscal Year ending June 30, 2014, was 34.6% / 65.4% for the Cities of Sparks and Reno respectively and the approximate split is outlined in Attachment 1, Figure 1.

Agenda Item Brief:

Consideration and possible approval of BID # 14/15-006, for an initial one (1) year contract with the possibility of three (3), one (1) year extensions to Western Nevada Transport Company for the amount of $99.00 per load to transport Biosolids from Truckee Meadows Water Reclamation Facility (TMWRF) to the Waste Management landfill site in Lockwood, NV. Biosolids Hauling was placed out for bid on August 20, 2014 and Western Nevada Transport was the lowest bidder and met all of the specifications within the bid specifications.



Background:

Solids processed at the TMWRF facility are sent to heated anaerobic digesters for further breakdown and stabilization.  These same solids once stabilized and treated are centrifuged to remove water and stored onsite at TMWRF awaiting transport. Currently TMWRF contracts for hauling these solids to the Waste Management site in Lockwood, NV for disposal.



Analysis:

The current contract for hauling biosolids is due to expire in November, 2014.  Solicitation for the Biosolids Hauling contract, under Bid #14/15-006, was advertised on August 20, 2014 in the Reno Gazette Journal and known interested vendors were alerted to the availability to the bid package via the City of Sparks internet website.  Three (3) bids were publicly opened on September 4, 2014 2:00 PM at Sparks City Hall.  A summary of those bids are outlined in Attachment 1, Figure 2.

The lowest responsive bidder was Western Nevada Transport.  If approved, the City of Sparks will enter into a contract with Western Nevada Transport.  Companies that provide transport services calculate their pricing on a per load/trip basis.  Following market review TMWRF staff elected to structure the renewal contract for an initial one year period, securing set pricing, with the option of renewing up to three (3) one (1) year extensions, totaling four (4) years.  TMWRF is currently paying $99.90 per load hauled to the Waste Management site in Lockwood, NV. Based on 6-8 loads per weekday hauled, with the new contract price of $99.00 per load TMWRF could hope to see a marginal savings in the range of $1500.00 - $2500.00 annually on hauling costs.



Alternatives:

1. Council could direct the Manager to provide other alternatives.



Recommended Motion:

I move to award Bid# 14/15-006, for Biosolids Hauling service, to Western Nevada Transport, as outlined.
