Title: Consideration and possible approval of complement change.

Recommendation: The City Council approve the complement change adding one position of Property Agent.
Financial Impact: Estimates: First Year – Salary: $65,388.85 plus Benefits $35,647.02, Second Year – Salary: $72,091.21 plus Benefits $37,470.46, Third Year – Salary: $77,542.01 plus Benefits $38,953.08, Fourth Year – Salary: $81,419.11 plus Benefits $40,007.65, Fifth Year – Salary: $85,490.06 plus Benefits $41,114.95. These figures should be reduced by the cost already being paid for outsourcing. An example of the amount spent on outsourcing is $48,564.01 in FY 13/14.

This proposal requests to add to the complement one position of Property Agent.



Background:

 

The Community Services Department requests authorization for a full time position of Property Agent to perform necessary property, assessment and real estate functions for the City of Sparks.

Currently, the City of Sparks utilizes the services of a Property Agent through outsourcing and contracting.  For example, in Fiscal Year 13/14, the City paid approximately $48,500 for the contracted services.  However, this did not allow the necessary oversight and control that the department feels is required to effectively manage this function.  Therefore, the department requests authorization to add a Property Agent to the complement to provide the quality and quantity of work that the City of Sparks requires. 

Funding for this position would be split between three funds.  Fifty percent of the costs would be allocated to the General Fund, thirty percent to the Sewer Fund and twenty percent to the Drains Fund.
