A Business Impact Statement is not required because this is not a rule.
Background: The raw sewage pumps convey the incoming wastewater from the headworks facility to the grit chamber, approximately 53 vertical feet. The current pumps were installed in 1992 and work in a very harsh environment. The raw sewage pumps are worn and in need of overhaul to extend their design life.
Analysis:
Raw Sewage Pump No. 4 has been disassembled and inspected by plant staff as well as representatives from the manufacturer. The volute and base cannot be reliably repaired and need to be replaced for this pump to be returned to service. Typically any two of the four raw sewage pumps can be used to convey the flow from headworks to grit. However, a pending capital improvement project in headworks will require specific pump arrangements during construction. The parts be considered for purchase are cast to order and have an estimated 20-week lead time. Purchase of these parts now is required to return the necessary redundancy to the pumping operation as well as ensure the pump is available for service when needed to support the Near-Term Headworks Improvement Project.
Because the parts in question are proprietary, they can only be purchased through the factor authorized representative, Nevada Seal and Pump. The quoted cost includes exact costs for the parts as well as an estimate for a stainless steel wear ring on the base ($10,000) and estimate for the freight charges ($2500).
Alternatives: Council can approve the purchase as submitted by staff. Council can reject the purchase and provide the City Manager with alternate direction.
Recommended Motion: I move to approve the purchase of pump replacement parts from Nevada Seal and Pump in an amount not to exceed $126,039.
