Title: Consideration and possible approval of the purchase of three slide in brine application units from Jordan's Truck and Trailer Equipment in the amount of $71,292.00 (for possible action).

Recommendation: Staff recommends that Council approve the purchase of these brine application units from Jordan's Truck and Trailer Equipment in the amount of $71,292.00.
Financial Impact: This is a one time purchase, and the ongoing maintenance will be paid through the M&R rates on the dump trucks.

Agenda Item Brief: Maintenance Services is requesting authorization to spend $71,292.00 of a CMAQ grant from the Federal Highway Administration approved by Council on September 13, 2010 to purchase three brine application units to aid in the effort to combat snow and ice on the City roads during snow storms.
Background: Brine is a 23.3% mixture of salt and water. These brine application units if approved will be used to apply brine to the road surface before a snow event. Brine, when applied in this way decreases the ability of the ice to bond with the roadway, and starts the melting process earlier. Brine can be applied to an icy road surface during the right conditions to promote the breakup of the ice. If approved these units will provide brine application systems for the City of Sparks for many years to come, and will be a part of improving the Sparks road system during snow storms.
Analysis: Staff researched several brine application systems, and how they would interface with existing equipment. The three trucks that will be used with these brine application units are equiped with Henderson Manufacturing's beds, plows, and slide in sand application units. It has been determined that Henderson Manufacturing would be the best choice to provide the brine application units for these trucks based on compatibility with existing equipment. Jordan's Truck and Trailer Equipment is the localdealer for Henderson Manufacturing and will be able to provide parts and warranty support.
Alternatives: Staff has not found a better alternative for this purchase.
Recommended Motion: I move to approve the purchase of these brine application units from Jordan's Truck and Trailer Equipment in the amount of $71,292.00
