Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $142,207.05 for Sparks’ share of a bid award to Reno-Tahoe Construction by the City of Reno for the construction of a new equalization basin liner at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Reno-Tahoe Construction Inc. for a contract to construct a new liner in the equalization pond at the Truckee Meadows Water Reclamation Facility.
Financial Impact: There is no impact to the General Fund. This project is continuing from Fiscal Year 2013-2014. Funding for this construction will come from two sources. $141,196.37, the remaining balance of Sparks’ budgeted share for this project in the FY 13-14 CIP, will come from a budget augmentation from fund equity. The remaining $1,010.68 will come from the $2,873,492.00 of appropriations in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, CIP 156590, Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Reno-Tahoe Construction Inc. and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF with the City of Reno being 68.63% and Sparks being 31.37%. Expenses will post to account 604090, TMWRF Construction, using CIP 14-6600D, TMWRF Flow Equalization Pond Liner Replacement.

Agenda Item Brief: TMWRF staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $142,207.05 for its share for Sparks’ share of a bid award to Reno-Tahoe Construction by the City of Reno for the construction of a new equalization basin liner at the Truckee Meadows Water Reclamation Facility (TMWRF).


Background: The Truckee Meadows Water Reclamation Facility (TMWRF) has a 1.5 acre pond used to store secondary effluent in order to equalize the flow to downstream treatment processes. It also serves as a storage basin in emergencies where treatment processes are taken off line for repair or during power outages. The current HDPE liner was installed when the basin was constructed in 1985. Constant exposure to sunlight has caused the liner to become brittle and numerous repairs have been made to repair leaks. Additionally, the liner does not meet the current standard for equalization ponds, which requires a double liner with a leak detection system.

Analysis: Installation of the new pond lining system consisting of a primary HDEP pond liner and geonet as a base liner will fully replace the existing pond lining system. The project also includes the installation of two pipelines by directional boring below the pond bottom and pond embankment, and the construction of connecting manholes for the required drain line and leak detection systems. The project will also include the installation of a new asphalt pavement surfacing and base around the pond access/maintenance perimeter roadway, and the installation of appurtenances such as vents, ladders and depth gauges. The City of Reno advertised this project as an open/competitive public works project. Bids were opened on June 3, 2014 and three responsive, responsible bids were received. A summary of these bids is shown in Table 1, attached. The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Sparks’ share is up to $142,207.05 and Reno’s share is up to $311,114.74. The City of Reno Agreement with Reno-Tahoe Construction is included with this staff report as Attachment 2.

Alternatives: Council could direct the manager to have staff provide other alternatives.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of the construction of a new equalization pond liner in the amount of $142,207.05.
