Agenda Item Brief: Consideration and possible approval of a contract to Houston Smith Construction, Inc. for the GERP Restroom and Storage Building Project, in the total amount of $284,900. This project consists of two restrooms and two storage areas housed within the building, along with three drinking fountains. There are existing restrooms located on the north and south end of the Park, but none available in this location of the park. This project will improve the availability of restrooms and storage within the park facility. Staff recommends approval.
Background: The Golden Eagle Regional Park opened in 2008 with two sets of restrooms located in the center of the softball fields and adjacent to the baseball fields. The plan was to add restroom facilities as the remainder of the park was built. In 2013 a third set of restrooms was built adjacent to the little league fields. This current project will provide additional restrooms to serve the football and soccer fields to provide adequate restrooms for the park facility at its current size and usage.
Analysis: This project will construct a men’s and women’s masonry restroom facility that will also include two small storage rooms and three drinking fountains. The architectural style and layout will closely resemble the existing restroom facilities within the park. A map showing the location of the new restroom facility is attached to this staff report. The project was advertised in the Reno Gazette Journal on May 21, 2013 and digital copies were distributed to local plan rooms. Six (6) bids were opened at City Hall on June 11, 2014. Base Bid results ranged in cost from $284,900 to $343,800 and the bids have been evaluated and award recommendation made using the total base bid. The contract amount includes a force account of $20,000 to correct unforeseen conditions, if required. Houston Smith Construction, Inc. is the lowest responsive and responsible bidder for this project with a base bid amount of $284,900. A bid recap is attached for Council’s review.
Alternatives: 1. City Council could approve a contract to Houston Smith Construction, Inc. for the GERP Restroom and Storage Building Project, as outlined by Staff. 2. City Council could reject a contract to Houston Smith Construction, Inc. for the GERP Restroom and Storage Building Project, and provide direction to the City Manager.
Recommended Motion: I move to approve a contract to Houston Smith Construction, Inc. for the GERP Restroom and Storage Building Project, in the total amount of $284,900.
