Title: Consideration, discussion and possible approval for the award of a contract for the 4th Street Sewer Rehabilitation Project, Bid No. 13/14-019, PWP-WA-2014-165 to Reno Tahoe Construction, Inc., in the amount of $301,607.70.

Agenda Item Brief: Consideration and possible approval of the 4th Street Sewer Rehabilitation Project, Bid No. 13/14-019, PWP-WA-2014-165 to Reno Tahoe Construction, Inc., in the amount of $301,607.70. This project will rehabilitate the existing sewer main with an internal pipe liner, replace deteriorated sewer manholes and replace service laterals to the adjoining properties. City staff recommends approval.


Background: The existing 4th Street sewer main was constructed circa 1941 to serve what was then the northeasterly corner of the City and for anticipated future growth. This sewer main serves several subdivisions around present-day Sparks City Hall. Video inspection of this sewer main shows deterioration of the sewer main, however the line retains sufficient strength and shape to permit lining rather than replacement of the main line. The project location is shown on the attached vicinity map.

Analysis: The project was advertised in the Reno Gazette Journal on April 9, 2014 and a copy of the bid announcement, plans and specifications were posted to the City web site for public viewing. Three (3) bids were opened at City Hall on May 7, 2014. The bids range in cost from $301,607.70 to $476,653.01. The contract amount includes a force account of $25,000 if required to correct unforeseen conditions. There are no alternate bid items in this project. One arithmetic rounding error of $0.01 was found in the high bid, otherwise no other irregularities were found in the bids. Reno Tahoe Construction, Inc. is the responsive low bidder for this project in the amount of $301,607.70. A recap of the bids and a copy of the construction contract are attached for reference.

Alternatives: 1. City Council could approve the 4th Street Sewer Rehabilitation project as outlined by Staff. 2. City Council could reject the 4th Street Sewer Rehabilitation Project and provide direction to the City Manager.

Recommended Motion: I move to approve the award of a contract for the 4th Street Sewer Rehabilitation Project, Bid No. 13/14-019, PWP-WA-2014-165 to Reno Tahoe Construction, Inc., in the amount of $301,607.70.
