Recommendation: Staff recommends that Council award the 2014 Curb Gutter, Sidewalk and Pavement Replacement – Unit 1, Bid No. 13/14-017, PWP-WA-2014-101 to Q&D Construction, Inc., in the amount of $ 469,436.00.
Financial Impact: $469,436.00 in Storm Drains Capital Projects Fund. $500,000.00 was approved for Project 14-6802, Annual Curb & Gutter & Drainage Replacement in the FY14 CIP, of which $481,330.00 of budget authority remains. This will be encumbered using Account number 604120, Program 14-6802.

Agenda Item Brief: Consideration and possible award of the the 2014 Curb Gutter, Sidewalk and Pavement Replacement – Unit 1, Bid No. 13/14-017, PWP-WA-2014-101 to Q&D Construction, Inc., in the amount of $469,436.00.013 This project will replace the existing curb, gutter, sidewalk, and paving on Russell Way from Rock Blvd. to 9th Street, and 17th Street from Prospect Way to Greenbrae Drive. Staff recommends approval.


Background: This project involves the complete replacement of curb gutter, sidewalk, driveway approaches, and asphalt grind and overlay on Russell Way and 17th Street from Prospect Way to Greenbrae Drive. The construction for Russell Way begins at Rock Blvd. and continues easterly to 9th Street. The existing concrete infrastructure has deteriorated over time and does not function as designed. The concrete surface is spalling causing trip hazards as well as restricting flow within the curb and gutter. The existing roadway has deteriorated and is in need of repair, an overlay at this time will repair the roadway in a preventative manner and save the city money by not having to rebuild the road in the future at a much higher cost. This area to be replaced is identified within the CIP project map and master plan for curb gutter and sidewalk replacement.

Analysis: The project advertised in the Reno Gazette Journal on April 2, 2014 and copies were distributed to local plan rooms. Eight bids were opened at City Hall on April 18, 2013. Bid results ranged in cost from $469,436.00 to $568,248.00. Attached is a recap of the bids received.

Alternatives: 1. City Council could award the 2014 Curb Gutter, Sidewalk, and Pavement Replacement – Unit 1, Bid No. 13/14-017, PWP-WA-2014-101 as outlined by Staff. 2. City Council could reject the 2014 Curb Gutter, Sidewalk, and Pavement Replacement – Unit 1, Bid No. 13/14-017, PWP-WA-2014-101 and provide direction to the City Manager.

Recommended Motion: I move to award the 2014 Curb Gutter, Sidewalk and Pavement Replacement – Unit 1, Bid No. 13/14-017, PWP-WA-2014-101 to Q&D Construction, Inc., in the amount of $469,436.00.
