Title: Consideration and possible award of a contract to provide Right of Way / Real Property Services with D. Vill Consulting in the amount of $40,000.

Recommendation: Staff recommends that the City Council award a contract to provide Right of Way / Real Property Services with D. Vill Consulting in the amount of $40,000.
Financial Impact: Funding for this project will come from the following four programs: (1) $10,000 in Storm Drains Capital Projects Fund from FY14 approved CIP 14-6820 North Truckee Drain Relocation Phase 1. No budget authority remains but $4.75 million in eligible construction expenses will be reimbursed by the Truckee River Flood Management Authority, thus offsetting some of the City’s construction expenses for Phase 1; (2) $10,000 in Fund 1630 Sanitary Sewer Operations Fund from FY14 approved CIP 14-6500 Sewer Real Property/Right of Way Services where $20,000 is available; (3) $5,000 in Storm Drains Operating Fund from FY14 approved CIP 14-6702 Storm Drains Property/Right of Way Services where $9,000 is available; and (4) $15,000 from General Fund, program 130200 Advanced Planning where no budget remains for services and supplies.

Agenda Item Brief: Consideration and possible award of a contract to provide Real Property Services related to various projects. These projects include easement acquisition for the North Truckee Drain Realignment Project, various parks, property leases and permits, redevelopment projects, and other related work. Staff recommends approval.


Background: D. Vill Consulting has provided contract Right of Way / Real Property Services to the City of Sparks over the last several years. For fiscal year ending 2014 a total amount of $46,500 has been encumbered with D. Vill Consulting for this work on an as-needed basis. Additional effort is needed to continue the services provided by D. Vill Consulting related to numerous projects and efforts at the City. As such, the tasks at hand were identified and a Scope of Services was prepared and presented to the City. The cost to provide these continued services is estimated at $40,000 (time and materials, not to exceed amount).

Analysis: The services requested of D. Vill Consulting are necessary and vital to the operation of the City and in support of Staff’s efforts to complete planned projects. D. Vill Consulting is currently providing these services to the City.

Alternatives: 1. City Council could accept the Services contract as outlined by Staff. 2. City Council could reject the Services contract and provide direction to the City Manager.

Recommended Motion: I move to award the contract to provide Right of Way / Real Property Services with D. Vill Consulting in the amount of $40,000.
