Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $64,245.76 for Sparks’ share of a construction bid award I100075-2224 to Farr Construction Corp. by the City of Reno for Truckee Meadows Water Reclamation Facility (TMWRF) Clarifier Basin Concrete and Steel Rehabilitation Project.

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Farr Construction Corporation for the construction contract for concrete and steel rehabilitation and improvements of Clarifier Basin #2C at TMWRF.
Financial Impact: There is no impact to the General Fund. $1,745,679.41 of appropriations remains in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, CIP 146600, Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Farr Construction Corp. in a not to exceed amount of $204,800.00, which includes a $25,000.00 force account, and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF with the City of Reno being 68.63% and Sparks being 31.37%, as illustrated in Attachment 1, Table 1. Expenses will post to account 603190, Maintenance and Repairs, using CIP 14-6600G, TMWRF Clarifier Basin Concrete and Steel Rehabilitation Project. This project is included in the TMWRF FY 2013-2014 Capital Improvement Plan that was approved by the Joint Coordinating Committee (JCC) on March 6, 2013. Appropriations will move to Fund 1630, Sanitary Sewer Operations.

Agenda Item Brief: TMWRF has 14 primary and secondary clarifiers which are critical infrastructure for the wastewater treatment process. TMWRF staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $64,245.76 for its share of a not to exceed $204,800.00, including a $25,000 force account, construction contract Project I1000754-2224, administered by the City of Reno with Farr Construction Corp. to provide rehabilitation and improvements of Clarifier Basin 2C at TMWRF.


Background: TMWRF is jointly owned by the Cities of Reno and Sparks. The City of Reno oversees the Capital Improvement Program for TMWRF, while the City of Sparks manages Operations. The reliable operations of each of the 14 clarifiers at TMWRF are critical to the performance of the plant. Over years of continuous operation the concrete tank structures and steel will require repairs and rehabilitation. Secondary Clarifier #2C is in priority need of surface repairs to include grout repair, treatment to coatings on metal surfaces, replacement of sealant system, and replacement of the steel roller wearing plate around the perimeter of the tank wall.

Analysis: As part Reno’s annual Capital Improvement Program (CIP), on behalf of TMWRF, one clarifier will be rehabilitated each year. Secondary Clarifier 2C was selected as the first clarifier for the program to be rehabilitated during Fiscal Year 2013-2014 and funding was ear-marked with the JCC’s approval of the 5-year CIP, approved March 6, 2013. Pursuant to Chapter 338 of the NRS the City of Reno solicited bids under Project I100075-2224. Bid package was made available via the Reno Gazette Journal and City of Reno website. Two bids were received and opened at Reno City hall on March 25, 2014 as shown in Attachment 1, Table 2. Staff recommends Council award the contract to Farr Construction Corp. in the amount of $204,800.00, including a $25,000.00 force account. Sparks’ share of the contract is in the amount of up to $64,245.76. The City of Reno Council will be asked to approve the bid at their April 16, 2014 meeting. The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 31.37% or up to $64,245.76 for Sparks and 68.63% or up to $140,554.24 for Reno, as outlined in the attached Table 1. Alternatives: Council could direct the manager to have staff provide other alternatives.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of concrete and steel rehabilitation improvements of Clarifier Basin #2C in a not to exceed amount of $64,245.76.
