Agenda Item Brief: This request is to first reading of a rezone from Industrial (I) to Tourist Commercial (TC). The applicant would like to rezone the balance of their properties to TC. The properties fronts on Glendale Avenue and complies with the Master Plan.
Background: On December 5, 2013, the Planning Commission forwarded a recommendation of approval for the zone change on a property approximately 5.03 acres in size from Industrial (I) to Tourist Commercial (TC) located at 1795, 1817, 1819, 1845 and 1865 Glendale Avenue. The existing casino building was constructed in the early 1970s. The Shy Clown Casino operated at this location from 1974 to 1981. The property was vacant for seven years. In 1988, Baldini’s Sports Casino opened and still operates at the southwest corner of Glendale Avenue and Rock Boulevard. Baldini’s Casino has over 42,000 square feet of casino floor area. The two existing buildings on the property consist of a 59,883 square foot casino building on the east side and a 6,000 square foot storage building on the west side. The remaining 10 acres has been developed as parking lots and landscaping.
Analysis: Baldini’s Casino property consists of six parcels for a total of 10.45 acres. The properties are designated on the Sparks Land Use Plan as Industrial. The applicant is requesting the master plan amendment to change the land use from Industrial to Tourist Commercial. The parcel the casino building is located on is currently zoned Tourist Commercial. The other five parcels are zoned Industrial. The applicant is requesting to rezone the balance of their properties, five parcels, from Industrial to Tourist Commercial. This request will bring all their properties between Glendale Avenue, Rock Boulevard and Freeport Boulevard as land use designation of Tourist Commercial and zoned as Tourist Commercial.
