Agenda Item Brief: The qualified candidates for the City Manager position will be given an opportunity to present their qualifications for the position and to answer questions put forth by the Mayor and City Council. Factors relating to the appointment of a City Manager may be discussed. The Mayor may make an appointment and the Council may confirm the Mayor’s appointment, however such confirmation is contingent upon the successful negotiation of a contract between the parties.
Background: The current City Manager, Shaun Carey has tendered his notice of retirement, effective April 4, 2014. This action necessitates a recruitment to fill the position. The Mayor has requested that the position be opened as an internal recruitment.
Analysis:
Per Sparks City Charter, Section 1.080 Sec. 1.080 Appointive positions.
1. The Mayor of the City shall appoint a City Manager, subject to confirmation by the City Council.
It is requested by the Mayor that each qualified candidate present an opening statement, followed by interview questions by the Mayor and City Council, and each qualified applicant give a closing statement. After closing statements, the Mayor and City Council may consider and discuss the applicants. An employment contract for the appointed candidate will be brought forth to the City Council for approval at a later date.
Alternatives: The Mayor may, at his discretion, appoint a candidate and request City Council confirmation or defer the appointment to a later date. The City Council may Confirm or not Confirm the Mayor appointment.
