Agenda Item Brief:

The North Truckee Drain Relocation Phase 1 Project will require various utility relocations to accommodate the new drainage infrastructure. NV Energy (NVE) has identified gas service facilities requiring relocation, which were included in the Plans and Specifications for the Project. An eight inch (8”) gas main located in easement adjacent to Greg Street is one of the affected facilities, as it is within easement the relocation costs are the responsibility of the City of Sparks. A Gas Main Extension Agreement has been prepared for payment of these costs by the City to NVE, and is presented for consideration. Staff recommends approval.



Background:

The North Truckee Drain Relocation Phase 1 Project impacts various utility facilities. During the course of design, Truckee Meadows Water Authority (TMWA), Nevada Energy (NVE), Charter, AT&T, Verizon, and other known utility companies were notified and coordination ensued to ensure relocation or adjustment needs were determined and properly included. During the coordination meetings, NVE determined that construction of the Phase 1 North Truckee Drain box culvert would require vertical extension and relocation of their eight inch (8”) gas main to provide acceptable clearance between the two facilities. As this gas main is located within an easement, the cost to extend and relocate must be borne by the City. Attached with this staff report is a Gas Main Extension Agreement with NVE for an eight inch (8”) gas main located within easement adjacent to Greg Street. Scope of work included in this Extension Agreement includes relocation of approximately sixty feet (60’) of eight inch (8”) high-pressure gas main to facilitate installation of the North Truckee Drain Phase 1 box culvert. This work is within easement; as such the cost to perform the work is the responsibility of the City of Sparks. Total estimated cost to the City is $50,318. Staff recommends approval.



Analysis:

Approval of the presented Gas Main Extension Agreement will allow NVE to recuperate costs incurred in relocating infrastructure owned by NVE and located outside of City Right-of-Way.



Alternatives: 1. City Council could approve the Gas Main Extension Agreement as outlined by Staff. 2. City Council could reject the Gas Main Extension Agreement and provide direction to the City Manager.

Recommended Motion: I move to approve a Gas Main Extension Agreement for Phase 1 of the North Truckee Drain Relocation Project with NV Energy in the amount of $50,318.
