Recommendation: Staff recommends that Council award the 2014 CDBG 4th Street Curb, Gutter and Pedestrian Improvements-Federally Funded Project, Bid No. 13/14-012, PWP-WA-2014-060 to Sierra Nevada Construction Inc. , in the amount of $312,007.00.
Financial Impact: $312,007.00 in CDBG Fund 1203. $566,069 was approved in the City of Sparks’ CDBG Annual Action Plan for Pedestrian Improvements in FY14, which was approved by the US Dept. of Housing and Urban Development. $566,966.50 of budget authority is currently available.

Agenda Item Brief:

Consideration and possible award of the 2014 CDBG 4th Street Curb, Gutter and Pedestrian Improvements-Federally Funded Project, Bid No. 13/14-012, PWP-WA-2014-060 to Sierra Nevada Construction Inc. , in the amount of $312,007.00 This project will replace the existing curb gutter, sidewalks and driveways as well as street trees as requested. This work will occur on 4th street from Prater Way to Victorian Way. Staff recommends approval.



Background:

The 4th Street Pedestrian Improvement Project is based upon the City’s approved US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Action Plan as submitted in the Fall of 2011. The Action Plan outlined the area between Victorian to Prater Way and Pyramid Way to 4th Street for pedestrian improvements. 4th Street was chosen as this year’s improvement area since 6th Street is currently in the process of having a feasibility study developed for various options due to its larger public right-of-way. The existing concrete and roadway infrastructure in this area was constructed in the early 1940’s. The concrete walkways and curbing have deteriorated over time and resulted in an area that is in need of replacement. The existing sidewalks have exposed aggregates, missing and cracked panels, and trip hazards resulting in a sidewalk that does not function as designed. The Curb and Gutter within this area has deteriorated as well and does not drain as designed in many areas. Street trees are scheduled for removal with this project that are causing much of the damage within this area.



Analysis:

The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk on 4th Street from Prater Way to Victorian Way. This project will replace the majority of the sidewalk and curbing in this area. Irrigation sleeves will be installed to accommodate any future irrigation within the parkway and some deciduous trees will be installed with this project. Funding for this project is provided by Community Development Block Grant Funds. The project advertised in the Reno Gazette Journal on December 11, 2013 and copies were distributed to local plan rooms. Eight bids were opened at City Hall on January 15, 2014. Bid results ranged in cost from $312,007.00 to $ 428,815.00. Attached (Attachment 1) is a recap of the bids.



Alternatives: 1. City Council could award the bid as outlined by Staff. 2. City Council could reject all bids and provide direction to the City Manager.

Recommended Motion: I move to award the 2014 CDBG 4th Street Curb, Gutter and Pedestrian Improvements-Federally Funded Project, Bid No. 13/14-012, PWP-WA-2014-060 to Sierra Nevada Construction Inc., in the amount of $312,007.00.
