Title: Consideration and possible approval to purchase two fire pumpers from Fire Trucks West/Rosenbauer in the amount of $1,081,448.00.

Recommendation: Staff recommends the City Council approves the purchase of these fire trucks for the Fire Department from Fire Trucks West/Rosenbauer in the amount of 1,081,448.00.
Financial Impact: $1,081,448.00 in Equipment Fund 1702. $1,956,500 was approved for Project 14-7500 Vehicle Replacements on the FY14 CIP and $1,498,718 of budget authority remains. Please see attached financial impact statement for additional information.

Agenda Item Brief: Equipment Services is requesting authorization to spend $1,081,448.00 to replace two pumpers for the Fire Department.


Background: This request is for the purchase of two pumpers. These vehicles will replace 386B, and 384C. 386B and 384C are historically the two most expensive pumpers in the fleet to maintain and have been out of service repeatedly while waiting on parts or repairs. If approved the new pumpers will not arrive until January 2015, and Equipment Services is requesting authority to change which pumpers would be replaced based on unexpected changes during the next year. Equipment Services will be utilizing replacement funds collected from 375B to make this purchase. 375B is a viable apparatus and will not need to be replaced in the near future.

Analysis: Staff from the Fire Department and Equipment services have researched extensively fire truck manufacturers and visited their manufacturing facilities. Rosenbauer was chosen based on several criteria: 1. Rosenbauer offered the best price for the product and we liked their manufacturing process. 2. Rosenbauer parts are not proprietary, and they provide manufacturers part numbers in their parts books. 3. Rosenbauer is a worldwide company. 4. Factory and service centers are located nearby, not on the east coast. 5. Rosenbauer has a lifetime warranty on their body. 6. Rosenbauer offers Green Star options that reduce or eliminate idle time. In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicles utilizing the HGAC bid. These bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.

Alternatives: 1. Council could approve this purchase as outlined by staff. 2. Council could deny this purchase. 3. Council could direct the City Manager to provide alternatives to this purchase.

Recommended Motion: I move to approve this purchase of two fire pumpers from Fire Trucks West/Rosenbauer in the amount of $1,081,448.00.
