Recommendation: Staff recommends City Council approve Sparks’ share of the agreement between the City of Reno and Invensys Operations Management for the purchase and installation of Distributed Control System Fieldbus Modules at TMWRF with the reimbursement to the City of Reno equal to $63,909.00.
Financial Impact: $63,909.00 of appropriations has been set aside in the approved 5 -Year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF DCS Improvements Project, CIP Project Number 126601, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will purchase replacement computer components for the treatment plant from Invensys Operations Management and administer the acquisition and installation of those components. The Cities of Reno and Sparks share the cost of this project based upon their respective ownership of TMWRF, which is 68.63% for Reno and 31.37% respectively. This $63,909.00 reimbursement expense will post to Account 604090, TMWRF Construction, using Project 12-6601-100.

Agenda Item Brief: The Reno City Council authorized the purchase of computer components from Invensys Operations Management for the treatment plant’s Distributed Control System Fieldbus Modules and data server the amount of $203,727.00. This is the third year of a three-phase upgrade of the computer control system at the treatment plant. Under the cost sharing agreement with the City of Reno for TMWRF operation and maintenance, Sparks will reimburse Reno for 31.37% of the total amount (Sparks’ share being $63,909.00). This project is included in the 5-Year Capital Improvements Plan. The City of Reno City Council approved Reno’s portion of the project on August 28, 2013.


Background: The TMWRF distributed control system (DCS) was initially installed in the mid 1980’s to provide centralized computer control of process operations. The system has been upgraded and modified on a regular basis as information technology (IT) facilities and programming have evolved. TMWRF IT staff has been directly involved with all aspects of the DCS growth and evolution, and have taken direct responsibility for upkeep of the system. Plant staff began a three-year project to upgrade components of the DCS system in 2011. The current request is the third and final phase of the improvement project.

Analysis: Staff has determined that several key components of the DCS need to be replaced. The Field Bus Modules (FBM) and data servers have limited service lives that should not be exceeded. The components cannot be run to failure as the resultant disruption to plant operations could lead to violations of the discharge permit. New components need to be purchased and installed to replace existing components in a timely, structured and proactive process that ensures uninterrupted plant operations. Acceptable components are only available from Invensys Operations Management as they are the manufacturer of the entire system and the hardware and peripheral equipment are the only compatible components. TMWRF IT staff has the appropriate training and experience with the DCS to identify specify, purchase and install the replacement components needed to complete this project. The City of Reno will directly purchase the needed components and will be reimbursed for a portion of the costs by the City of Sparks through the cost sharing agreement for TMWRF capital improvement. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks.

Alternatives: 1. The Council could reject the reimbursement and provide direction to the City Manager.

Recommended Motion: I move to approve reimbursement to the City of Reno for Sparks’ share of the purchase and installation of Distributed Control System Fieldbus Modules and data servers in the amount of $63,909.00.
