Petitioner/Presenter: Neil C. Krutz, P.E., Deputy City Manager/Ron Korman, Fleet and Facilities Manager
Recommendation: Staff recommends that Council approve the purchase of these vehicles from Champion Chevrolet in the amount of $67,491.50.
Financial Impact: $67,491.50 in Motor Vehicle Fund 1702. $1,956,500.00 was approved for project #14-7500, Vehicle & Equipment Replacement Plan in the FY14, and $1,578,013 of budget authority is currently available. $59,727.50 of replacement funds have been collected in this fund for these purchases. General Fund annual maintenance and repairs costs will increase by $0.
Total Costs: $67,491.50
Fund: Motor Vehicle Maintenance    Account: 604080
Program: 1702 Vehicle & Equip Replacement Plan (14-7500)
Amount: $67,491.50    Budget Status: Budget Exists
Business Impact (Per NRS 237):

A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief: Equipment Services is requesting authorization to spend $67,491.50 to replace two patrol vehicles for the Police Department.

Background: This request is for the replacement of one patrol sedan #247J, and one 4X4 Tahoe #243F. These vehicles have reached the end of their life cycle. These vehicles have had their life cycles extended, and now the maintenance costs are exceeding the worth of the vehicles for police service. The Tahoe 4X4 #243F will be reused as a replacement for another older vehicle in the fleet.

Analysis: In sourcing these vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing these vehicles utilizing the State of Nevada vehicle bid. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

Alternatives: 1. Council could approve this purchase as outlined by staff. 2. Council could deny this purchase. 3. Council could direct staff to provide alternatives to this purchase.

Recommended Motion: I move to approve the purchase of three vehicles from Champion Chevrolet in the amount of $67,491.50.
