Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $198,792.32 for Sparks’ share of a bid awarded to Stantec Consulting Services Inc. (Stantec) by the City of Reno for engineering services associated with the Headworks Near-Term Improvements Project at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Stantec for a contract to design the Headworks Near-Term Improvements at TMWRF.
Financial Impact: This does not affect the General Fund. $ 4,192,008.00 of appropriations remains in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, as CIP 146600, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Stantec for up to $633,702.00 and will administer the project.

Agenda Item Brief: City staff is asking that the City Council approve reimbursement to the City of Reno in the amount of $198,792.32 for its share of a $633,702.00 contract administered by the City of Reno with Stantec Consulting services Inc. for engineering services to address Headworks Near-Term Improvements at the Truckee Meadows Water Reclamation Facility.


Background: The Headworks facility, constructed in 1964, receives raw sewage from the cities of Reno and Sparks and pumps it via four 25 MGD pumps to the start of the treatment process. On January 14, 2013 the City of Sparks, followed by the City of Reno on February 19, 2013, declared an emergency due to failures of key components of the headworks facility at TMWRF. Under the emergency plan, improvements and repairs to the headworks were restricted to items that were necessary to assure continued operation of the facility. The pump around process in place during these repairs also allowed the assessment of the entire headworks facility. Access to the dry internal spaces of the Headworks enabled engineers to assess the condition of the concrete and steel structures as well as the mechanical and electrical equipment. That assessment identified additional improvements which need to be performed in the near term to assure the continued uninterrupted operation of the Headworks facility.

Analysis: The recent emergency at the Truckee Meadows Water Reclamation Facility (TMWRF) has addressed the immediate critical repairs and replacement components at the Headworks facility; however additional work is still needed. Stantec’s scope of work includes the design of specific components of the facility that have been identified as needing critical repair and replacement, as well as developing an updated master plan for the Headworks facility and an evaluation of alternatives for future necessary upgrades. This analysis is needed to ensure the long term viability of the facility in order to meet the plants commitment to properly treat and discharge effluent to the Truckee River.

Alternatives: The City Council could deny the request for reimbursement and provide direction to the City Manager.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of the engineering services by Stantec in the amount of $198,792.32.
