Recommendation: It is recommended that the following listed checks and the appropriation transfers be approved by the Mayor and the City Council.

Agenda Item Brief: Report of Claims and Bills for the period August 22, 2013 through September 4, 2013.
Background: The Sparks City Charter, Article III Section 3.020, requires the submission of a summary of all claims and bills approved for payment to the City Council. Nevada Revised Statute 354.598005 requires the governing body to be advised of any appropriation transfers between functions at its next regular meeting after the transfer. Resolution 2451 section 4 requires that each bequest, devise, gift and donation received by the Financial Services Director in an amount of less than $1,000 be listed on claims and bills to allow appreciation and acknowledgment of the receipt of the individual bequest, devise, gift or donation. Also presented are budget amendments for Specialty Court and Forfeiture revenues received throughout the year.
Analysis: 1. Accounts Payable check numbers 32555 through 32776 were issued in the amount of $1,429,587.62 of which $4,621.54 was for the Redevelopment Agency of the City of Sparks, Nevada. General checks were voided in the amount of $112.80. 2. Payroll check numbers 403027 through 403103 issued in the net amount of $47,271.26. There were no Payroll checks voided. 3. There was no Accounts Payable check issued from Bond Proceeds. There were no Accounts Payable checks issued for Debt Service. 4. Wire/ACH bank transfers were made in the amount of $530,021.68. 5. Payroll direct deposit wire/ACH was made in the amount of $1,138,439.26. 6. There was no wire/ACH issued from Bond Proceeds. Wire/Ach issued for Redevelopment Bond 2007A debt payment was $59,724.00 of which $59,724.00 was for the Redevelopment Agency and Redevelopment 2007B debt payment was $20,604.00 of which $20,604.00 was for the Redevelopment Agency. 7. Appropriation transfers made within governmental functions or between funds during the reporting period listed are as follows: • Budget Adjustment Batch #14017/ Fund 1101 / KS – Utilities To: Utilities - Water $22,048.12 To: Utilities - Water $774.00 To: Utilities - Water $22,822.12 To improve cost tracking of water utility expenditures. Move the budget from program “Project Planning – Sustainability Coordination” to specific programs that are incurring these costs. • Budget Adjustment Batch #14018/ Fund 1204 / KS –Federal Drug Forfeitures To: Gits & Bequests $1,500.00 To: Equip & Furnish $1,500.00 A donation was made to the ALERT and Child ID program from Target for a total of $1,500.00
