Agenda Item Brief: The permanent patch program requires a contractor to permanently patch city owned streets and alleys that have been cut by permit holders. The program is funded solely through permit fees.


Background: The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permenent Patch Program is self funded and all costs associated with the program are paid for by permit fees.

Analysis: Solicitation for the permanent patch contract advertised on August 7, 2013 in the Reno Gazette Journal and copies were sent to local plan rooms. Five bids were publicly opened on August 21, 2013 at 2:00 PM at City Hall. A summary of bids is attached.

Alternatives: 1. City Council could award the contract as outlined by Staff. 2. City Council could reject the contract and provide direction to the City Manager.

Recommended Motion: I move to award the 2014 Permanent Patch Program, Bid No. 13/14-006, PWP No. WA-2013-319, to Sierra Nevada Construction, Inc. in the amount of $327,007.
