Agenda Item Brief: Staff recommends that the City Council approve the Interlocal Agreement with the Nevada Department of Transportation to permit temporary occupancy of city right-of-way for maintenance of ITS infrastructure as attached hereto.


Background: The Nevada Department of Transportation (NDOT) I-80, Robb Drive to Vista Boulevard – Design Build Project installed Intelligent Transportation System (ITS) infrastructure including; a fiber optic trunk line from Robb Drive to Vista Boulevard, Dynamic Message Signs (DMS), Closed Circuit Television (CCTV), and Travel Time Signs. This Interlocal Agreement will allow NDOT maintenance personnel safe access to ITS hardware at three (3) locations along I-80 and one (1) location along Kietzke Lane.

Analysis: During the development of the I-80, Robb Drive to Vista Boulevard – Design Build Project, the City of Sparks partnered with NDOT to include vehicular capacity and signal enhancements at key interchange locations along I-80. The City Council approved an Interlocal Agreement on October 11, 2010 with NDOT for the aforementioned project. Four (4) maintenance access locations were identified during the course of design in which NDOT staff asked the City of Sparks if NDOT personnel could access ITS hardware from City right-of-way. The purpose of the request was to provide maintenance personnel safe access to the ITS hardware. Three locations were identified along I-80. The three (3) locations are: •East Victorian Avenue: South side of the roadway, between 1St Street and 2nd Street •Brierley Way: South side of the roadway, just east of railroad bridge overpass •15th Street: North Side of the roadway, west of Victorian Plaza Circle A fourth location was identified along Kietzke Lane for maintenance of a fiber optic communication line. The limits are: •Kietzke Lane: From the southern right-of-way boundary of the Union Pacific Railroad overpass to NDOT District II communication building

Alternatives: 1.City Council could approve the Interlocal Agreement as outlined by Staff 2.City Council could reject the Interlocal Agreement and provide direction to the City Manager.

Recommended Motion: I move to approve the Interlocal Agreement with the Nevada Department of Transportation granting temporary occupancy of City of Sparks right-of-way for maintenance of Intelligent Transportation Systems (ITS) installed specifically with the I-80 Design Build Project.
