Recommendation: Staff recommends that Council award the the2014 Street Rehabilitation– Unit 1, Bid No. 13/14-001, PWP-WA-2013-265 to Spanish Springs Construction, in the amount of $732,444.
Financial Impact: This project will combine budget of $732,444 from three different funds in five different FY14 approved CIP projects. $664,107.50 will come from Fund 1401 Road Fund as follows: $138,180 from CIP #140501 Pavement Mgmt Program Street Corrective (currently available $400,000), $394,605 from CIP #140502 Pavement Mgmt Program Rehab (currently available $1,200,000) and $131,322.50 from CIP #140503 Pavement Mgmt Program Sidewalk Rehab (currently available $175,000). $14,040 will come from Fund 1631 Sewer Fund - CIP #146602 Annual Road Ahead Project Coordination (currently available $75,000). $54,296.50 will come from Fund 1641 Drains Fund - CIP #146801 Annual Road Ahead Project Coordination (currently available $200,000).

Agenda Item Brief: Consideration and possible award of the the2014 Street Rehabilitation– Unit 1, Bid No. 13/14-001, PWP-WA-2013-265 to Spanish Springs Construction, in the amount of $732,444. Staff recommends that council award the contract.
Background: This 2014 Street Rehabilitation Unit 1 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects.
Analysis: The project scope identifies the need to remove and replace curb gutter, sidewalk, driveway approaches, as needed, and reconstruct the roadway with new asphalt on Glen Vista Drive from Howard Drive to William Morby Drive, Sage View Drive from O’Callaghan Drive to Robbie Way, Paisley Court, Sells Street from Thornton Street to Lincoln Way and Thornton Street from Sells Street to Lincoln Way. The City of Sparks received four (4) qualified bids for this project, which were received June 18, 2013, at 1:45 p.m. and opened on June 18, 2013 at 2:00 p.m. A bid summary of the qualified bidders is shown below: •Spanish Springs Construction $732,444 •Sierra Nevada Construction $777,007 •Granite Construction $778,778 •A&K Earthmovers $820,825
Alternatives: 1.City Council could award the project as outlined by Staff. 2.City Council could reject the proposed project and provide direction to the City Manager.
Recommended Motion: I move to award the 2014 Street Rehabilitation Unit 1 project to Spanish Springs Construction, in the amount of $732,444.
