Title: Review and possible acceptance of a grant from the E. L. Cord Foundation in the amount of $30,000 for the City of Sparks Parks and Recreation Department to continue the Leisure Without Limits program in 2013.
Petitioner/Presenter: Tracy Domingues, Parks & Recreation Director/Shauna Nelson, Recreation Supervisor
Recommendation: That City Council accept the $30,000.00 grant funding from the E. L. Cord Foundation for the Sparks Parks and Recreation Department to continue the Leisure Without Limits program in 2013.
Financial Impact: $30,000.00
Business Impact (Per NRS 237):

A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief: Leisure without Limits programming provides people with developmental and/or physical limitations an opportunity to meet new friends through safe and healthy recreational activities. Due to past budget cuts and a staggering economy, grant funding awarded by the E.L. Cord Foundation is needed to continue this program in 2013. This program contributes to the quality of life in Sparks for an underserved population.

Background: The Parks and Recreation Department prides itself in the ability to provide a variety of programming for people of all ages and abilities in our community. There are various components to the Leisure without Limits program. Under this umbrella, we offer a weekly arts and crafts program, weekly bowling program, annual dances and a teen day camp, Teen Discovery. Through the generous support of the E.L. Cord Foundation and other philanthropic organizations, we have continued to offer these distinctive programs to families throughout Washoe County. If approved, this will be the 5th consecutive year the E.L. Cord Foundation has generously funded this program.

Analysis:

Alternatives: The City Council may elect to not accept this grant funding thereby eliminating the Leisure Without Limits program.

Recommended Motion: I move to accept the $30,000.00 grant funding from the E. L. Cord Foundation for the Sparks Parks and Recreation Department to continue the Leisure Without Limits program in 2013.
