Title: Consideration and possible approval for a contract in the amount of $36,300.00 to Resource Development Company to supply material, labor and equipment for the installation of Fire System Connection Improvements at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into a contract with Resource Development Company in the amount of $36,300.00.
Financial Impact: There is no General Fund impact. Cost associated with this fiscal year is up to $36,300.00. This expense will be charged to TMWRF, Fund 5605, Account 604070, Capital Equipment and Furnishings, under Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on ownership (68.63% City of Reno – 31.37% City of Sparks) split as outlined in Table 1 (Attached).

Agenda Item Brief: City staff is asking the City Council to approve a contract with Resource Development Company to provide a materials, labor and equipment to install a Pressure Reducing Valve in the TMWRF Fire water supply line to protect downstream piping from high pressure surges.
Background: A connection was made between the off-site effluent re-use system and the fire system in the warehouse/shop building at the treatment plant. At that time no pressure reducing valve was installed between the two systems. Subsequent operations have shown that when the large off-site effluent pumps start there is a pressure wave in the system that is damaging the sprinkler system.
Analysis: TMWRF has determined that the solution to reducing the water hammer and pressure surges on downstream Fire Water Supply piping is to install a Pressure Reducing Valve (with associated piping and vault) on the Effluent Reuse line that supplies the facility. This contract is for the acquisition of the materials, labor and equipment to perform this work. Three companies were invited to the informal quote process of which two quotes were received for this contract and Resource Development Company was the lowest responsive quote. Recommended Motion: I move that City Council approve a contract with Resource Development Company in the amount of $36,300.00 with the City of Sparks share being $11,387.31.
