Agenda Item Brief: Consideration and possible approval of a professional services contract with HK Architects to develop and design the renovation of the Alf Sorensen Natatorium Renovations in the amount of $75,000. The proposal will provide for design of renovation improvements to the interior of the natatorium to reduce humidity levels. Staff recommends approval.


Background: Alf Sorensen Community Center was built in 1981 as a community-wide recreation facility. The west half of the building contains an indoor swimming pool, a natatorium, which experiences high levels of humidity due to the heated pool water which causes evaporation of water into the air space. This is an inherent condition of an indoor pool and a common cause of deterioration of the interior finishes, particularly objects made of iron and materials which absorb water vapor. This portion of the building has a history of deterioration in the metal fixtures, ceiling and roof due to the elevated humidity levels.

Analysis: City Staff, HK Architects and sub-consultants have conducted plan reviews, literature reviews and taken two (2) sets of data measuring the humidity levels and temperatures in the natatorium over the last year to identify the cause(s) of the deterioration. The primary cause of the deterioration is the high humidity levels in the natatorium space. The investigation identified possible improvements to the building envelope and the mechanical system which would reduce the humidity levels that occur in them. The investigative team has identified several areas of work which are deemed a cost effective means of reducing the humidity levels, improving ventilation and increasing comfort. The attached proposal outlines design work for improvements to the building envelope and the mechanical system. The proposed improvements will extend the useful life of this facility, improve its comfort for people in the natatorium, improve the appearance of this facility and reduce the long-term operating cost of the facility.

Alternatives: 1. City Council could award the proposal as outlined by Staff. 2. City Council could reject the proposal and provide direction to the City Manager. 3. City council could direct the City Manager to provide other alternatives to this proposal.

Recommended Motion: “I move to approve the professional services contract with HK Architects to develop and design the renovation of the Alf Sorensen Natatorium Renovations in the amount of $75,000”.
