Agenda Item Brief: The City of Sparks has been maintaining the Highland Ranch Parkway/Sparks Boulevard/Pyramid Way intersection. Staff from City of Sparks and Washoe County determined that the Eagle Canyon Drive/La Posada and Pyramid Way signal and the pedestrian warning light on La Posada Drive for Sky Ranch Park should be maintained by the County.
Background: The current City limit for Sparks excludes the parcels at the Eagle Canyon Drive/La Posada Drive/Pyramid Way intersection, but includes the parcels at the Highland Ranch Parkway/Sparks Boulevard/Pyramid Way intersection. The pedestrian warning light on La Posada Drive at the Sky Ranch Park was constructed at the direction of the Washoe County Parks Department. Currently the County pays for the power at all three locations.
Analysis: Per the Interlocal Cooperative Agreement, the City of Sparks would operate, maintain, and pay power for the traffic signal at Highland Ranch Parkway/Sparks Boulevard/Pyramid Way; the County would operate, maintain, and pay power for the traffic signal at Eagle Canyon Drive/La Posada Drive/Pyramid Way and the pedestrian warning light on La Posada Drive. The City would be responsible for the estimated annual electricity cost of $1500 for the intersection at Sparks Boulevard and Pyramid Way.
Alternatives: 1. City Council could approve the Interlocal Cooperative Agreement as outlined by Staff. 2. City Council could reject Interlocal Cooperative Agreement and provide direction to the City Manager.
Recommended Motion: “I move to approve the Interlocal Cooperative Agreement identifying operation, maintenance and financial responsibilities for traffic signals along Pyramid Way (SR 445) between the City of Sparks and Washoe County.”
