Agenda Item Brief: This purpose of this item is to approve a Memorandum of Understanding (MOU) between local governments and governing entities in the Truckee Meadows in order to encourage cooperation, collaboration, and communication during the 77th Session of the Nevada State Legislature.


Background: The Regional Planning Governing Board (RPGB) has spearheaded a legislative Memorandum of Understanding (MOU) for at least the last five legislative sessions in which the City of Sparks has participated in. The MOU addresses legislative cooperation between local governments and other agencies in the Truckee Meadows region. The purpose of the MOU is to present a cooperative and unified effort during Nevada's Legislative session which commences February 4, with the understanding that respective interests may differ on some issues. The MOU directs signatories to present bill draft requests, identify and discuss differences, disclose positions, provide assistance and information, and inform and solicit support. To date (at the time of the writing of this staff report), the following entities have approved the MOU: Regional Transportation Commission Washoe County Health District Reno-Sparks Convention and Visitors Authority Sun Valley General Improvement District South Truckee Meadows General Improvement District Incline Village General Improvement District Palomino Valley Improvement District The MOU is scheduled to be heard by the following entities in January: City of Reno Washoe County Truckee Meadows Water Authority Washoe County School District
