Title: Presentation, discussion and potential direction to staff regarding the August 2012 TriData Emergency Medical Systems Analysis Final Report and recommendations contained within the Final Report, and other emergency medical systems reports and studies that may be of interest.

Recommendation: Direct staff to work with the Health District Staff and our partners at the cities and counties on reviewing and implementing the appropriate recommendations from the recent stakeholders task force and TriData study.

Agenda Item Brief: Presentation, discussion and potential direction to staff regarding the August 2012 TriData Emergency Medical Systems Analysis Final Report and recommendations contained within the Final Report, and other emergency medical systems reports and studies that may be of interest.


Background: In 2011, a Multi-Stakeholder EMS Task Force which included Citizens, REMSA, State EMS, Board of Health, ER Physicians and Fire Agencies recommended TriData Division, System Planning Corporation to conduct a comprehensive analysis for the county wide emergency medical system. The Task Force was charged with the following: •Develop scope of services for EMS system analysis •Recommendation to determine outside agency to conduct inclusive/comprehensive performance audit of EMS delivery •Develop minimum performance measures •Identify benchmark metrics/reporting structure for data sharing The TriData Emergency Medical Services Systems Analysis Final Report was completed and submitted August 2012. The report provides an executive summary, the body of the report, and a summary of recommendations. The initial presentation was given to the Board of County Commissioners on August 28, 2012. A subsequent presentation was given on October 18, 2012 to a meeting that included the District Board of Health, The City of Reno and Board of County Commissioners. From that meeting, it was moved and approved by both the City of Reno and Board of County Commissioners to go back to their respective jurisdictions and approve the following motion to: • Fix Dispatch • Open REMSA Franchise Agreement • Grant authority for Health Board or other agency to oversee the EMS System in the region Soon after, both agencies supported the motion at their respective meetings. The DBOH met on October 25, 2012 The following motion was approved: • Direct the Health District Staff to begin the work on taking the lead on reviewing and implementing the appropriate recommendations from the recent stakeholders task force and working with our partners at the cities and counties to bring recommendation back to the DBOH

Analysis: A basic overview of the TriData Study: Findings: •Excellent, timely patient care by first responders and ambulance personnel •Leadership is committed to providing quality service •Response time intervals are acceptable and close to meeting national consensus standards Concerns: • Fragmented EMS System lacking organizational synergy • Lack of EMS oversight at County level • Concerns with response time and skill performance data • Lack of transparency detracts from effective system evaluation • Concern with EMS franchise agreement 38 recommendations to guide the future of EMS in Washoe County are included in the study

Alternatives: Council can choose to take no action; or Council can choose to recommend an alternative recommendation

Recommended Motion: Direct staff to work with the Health District Staff and our partners at the cities and counties on reviewing and implementing the appropriate recommendations from the recent stakeholders task force and TriData study.
