Title: Consideration and possible approval of a contract with Carollo Engineers to continue to provide process engineering assistance at the Truckee Meadows Water Reclamation Facility in the amount of $62,000.00.

Recommendation: Staff recommends City Council approve a contract with Carollo Engineers to perform process engineering services.
Financial Impact: There is no general fund impact. Cost associated with this fiscal year is up to $62,000.00 and budget is available. This expense will be charged to Fund 5605, Account 603235, Professional Services – Engineering, under Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the inter local agreement for the operations of the facility, for the actual cost of this contract. The flow split for most recent quarter, ending June 30, 2012, was 67.80% (COR) / 32.20% (COS) for the Cities of Reno and Sparks respectively.

Agenda Item Brief: City staff is asking the City Council to approve a contract with Carollo Engineers in an amount not to exceed $62,000.00 to perform process engineering services. Consideration to provide minimal oversight to process data is a responsible and necessary reaction to the 28 years of experience we have lost at the TMWRF utility.
Background: The Truckee Meadows Water Reclamation Facility is a regional wastewater treatment utility. The responsibilities for the process engineering of this utility have historically been handled by the position of Process Control Coordinator. With six separate and highly complex biological processes continually in operation at TMWRF these duties cannot remain unaddressed. Currently we are undertaking recruitment for a Plant Manager and have not addressed Process Control Coordinator recruitment due to our firm belief that the incoming Plant manager will need to provide input in hiring this position.
Analysis: Staff has identified a need to contract with outside sources to perform process control engineering services. We have chosen Carollo Engineers to assist us in this on a part-time basis in addition to providing on-call capabilities. This selection was based on their 30 year involvement with the design and operation of the TMWRF facility. They have been shareholders in every major expansion and their familiarity with the process engineering required to operate a facility of this complexity is unmatched. Selecting Carollo Engineers realizes built-in economies of knowledge that cannot be found regionally.
Alternatives: City Council could direct staff to provide other alternatives.
Recommended Motion: : I move to approve a contract with Carollo Engineers in an amount not to exceed $62,000.00.
