Agenda Item Brief: The Lake Tahoe Regional Chiefs Association - Fire and Emergency Mutual Aid Agreement is designed to allow for effective mobilization of all risk emergency resources across the State lines of Nevada and California and to facilitate the rapid mobilization of fire resources to emergencies that exceed the capabilities of a single agency.
Background: The Sparks Fire Department has been signatory to the Lake Tahoe Regional Chiefs Association Fire and Emergency Mutual Aid Agreement since its inception in 1996. While this agreement has been in place for many years, it has not been updated or restated until recently.
Analysis: Since emergency incidents do not recognize jurisdictional boundaries, the local government Fire Chiefs developed the Lake Tahoe Regional Fire Chiefs’ Association Fire and Emergency Mutual Aid Agreement. This agreement is one of several cooperative agreements that cumulatively give the Sparks Fire Department access to additional resources during times of emergency. Specifically, the Tahoe Regional Chiefs’ agreement gives the department the ability to call upon trained, all risk, California resources from the departments that are signatory to the agreement. Agencies that are signatory to the Lake Tahoe Regional Fire Chiefs’ Agreement also participate in the California mutual aid system as resources for hire under the California Fire Assistance Agreement. There is a provision in this, and all of our cooperative agreements, to deny requests for assistance based upon operational needs of our jurisdiction.
Alternatives: 1) Council can choose to not approve the Amended and Restated - Lake Tahoe Regional Chiefs Association Fire and Emergency Mutual Aid Agreement 2) Council can accept the recommended motion.
Recommended Motion: Move to approve the Amended and Restated - Lake Tahoe Regional Chiefs Association Fire and Emergency Mutual Aid Agreement (A-2527).
