Title: Consideration and possible award of the Reed High School Baseball Field Improvements Informal Quote to Oakcrest Landscaping, in the amount of $22,754.46.

Recommendation: Staff recommends that Council award the Reed High School Baseball Field Improvements Informal Quote to Oakcrest Landscaping, in the amount of $22,754.46.

Financial Impact: Budget authority for this project will come from transferring budget authority within the Park & Recreation Project Fund #1402. This includes moving $22,000 of budget authority from Fund #1402 CIP #13-2004 Deer Park Sand Filter Replacement Project, and also $754.46 from CIP #13-2008 Fields Grass Turf Replacement. The Deer Park Sand Filter replacement Project will be constructed using the available balance from the Capital Facilities Fund #1405 CIP #13-1501 Garage Oversized Lift Project which has a remaining balance of $61,000. The use of Capital Facilities Fund #1405 for the Deer Park Sand Filter Project is allowed as set forth by NRS 354.”

Agenda Item Brief: Consideration and possible award of the Reed High School Baseball Field Improvements Informal Quote to Oakcrest Landscaping, in the amount of $22,754.46. This project will entail modifications to the warning track along the dugout fence line, installation of decomposed granite, new turf, and modifications of the sprinkler system. City staff recommends approval.

Background: This request from Reed High, made via Councilman Ron Smith, is for funding to make improvements to Reed High School Baseball Field. This agenda item asks for Council to consider award of informal quote to Oakcrest Landscaping to construct the improvements for $22,754.46. The construction of the improvements would be managed by the City of Sparks in cooperation with the Washoe County School District.

Analysis: City staff worked with Odyssey Engineering who is providing the engineering pro-bona to the Dugout club for the improvements. Staff met with three contractors on September 4, 2012 at 9:00 a.m. on site to request informal quotes for the Reed High Baseball Field improvements, a recap of the quotes are given below. Base bid Garden Shop $30,150.94 Oakcrest Landscaping $22,754.46 Moana Nursery $40,385.00 Engineer’s Estimate $22,388.50 It should be noted in Staff’s review of the quotes submitted; one math error was noted with submitted bids and are reflected in the attached quote recap. Funding for this project would come from Fund 1402 CIP 132004 Deer Park Sand Filter Replacement Project, funds would be transferred to CIP 132008 Sports Field Turf Replacement. The Deer Park Sand Filter replacement Project would be constructed using the available balance from Fund 1405 CIP 131501 Garage Oversized Lift Project which has a remaining balance of $61,000. The use of 1405 Funds for the Deer Park Sand Filter Project is allowed as set forth by NRS 354 Ad Valorem.

Alternatives: 1. City Council could award the Reed High School Baseball Field Improvements as outlined by Staff. 2. City Council could reject the Reed High School Baseball Field Improvements and provide direction to the City Manager.

Recommended Motion: “I move to award the Reed High School Baseball Field Improvements Informal Quote to Oakcrest Landscaping, in the amount of $22,754.46.”
