Title: Performance review by the City Council of City Manager Shaun Carey to consider the character, conduct, professional competence, or mental health of the City Manager and/or consideration and possible approval of an extension of Employment Agreement through 7/31/2014. Agenda Item Brief: The Employment Agreement for Shaun Carey, City Manager, allows for a City Council review of his performance in January and July. The Mayor and City Council members were requested to provide performance feedback. At the request of the City Manager, feedback was also solicited from the Assistant City Manager, Department Heads, City Clerk, and Community Relations and Government Affairs Manager. A review of the performance results and extension of the employment agreement is requested at this time.


Background: The Employment Agreement for City Manager Shaun Carey provides: Section 3 Term: ‘The term of this contract is for a two-year period from the effective date set forth and shall have an annual contract renewal date of July 31.’ Section 4 Performance Evaluation: ‘The Mayor and City Council will review and evaluate Manager’s performance every six months. To the extent permitted by law, the Mayor and City Council will meet with Manager in private session to discuss their evaluation and comments. A record will be maintained of such sessions*. Manager’s annual salary review will coincide with the performance evaluation which shall be conducted in July of each year, but in no case any later than the last meeting of the Sparks City Council in July of each year.’ *Per changes in N.R.S., all executive performance reviews are required to be conducted in an open public meeting, as of October, 2005.

Analysis: To facilitate the process, the Mayor, City Council, Assistant City Manager, Department Heads, City Clerk, and Community Relations and Government Affairs Manager, were requested to provide performance feedback to Chris Syverson, Employee and Customer Relations Manager. These reports are attached as 'Mayor/City Council' and 'Direct Reports'.

Alternatives: The City Council may take the following actions: 1. Discuss City Manager performance, accomplishments, and goals for the upcoming year. 2. Discuss and take action on extension of the City Manager Employment Agreement. 3. Provide other direction to Staff.

Recommended Motion: I move to approve an extension of the City Manager Employment Agreement through July 31, 2014.
