Agenda Item Brief: The Sparks Police Department has applied for and been offered a grant to subsidize the salary of the Victim Advocate position within the Police Department and to provide for emergency funds to be utilized to provide direct assistance to meet the immediate needs of the victims served.


Background: For the past several years, the Sparks Police Department has had a position of Victim Advocate to provide services to individuals and families in need after becoming a victim of crime. That position's salary was subsidized by a grant from the State of Nevada Attorney Generals Office utilizing funds from the Violence Against Women Act. That grant also provided funds annually to provide direct assistance to victims to meet their immediate needs for food, housing and transportation to a safe location. The funding from that source is no longer available for this purpose. The Sparks Police Department applied for and has received an offer of a grant from the State of Nevada Division of Child and Family Services to provide funding to help subsidize the Victim Advocate position within the Police Department and provide emergency funds to help meet victims immediate needs. This funding is for the State fiscal year 2013, with intended extensions for FY2014 and FY2015. The intention is to continue this grant through FY2014 and FY2015 based upon the anticipated funds that the Division of Child and Family Services will recive from the Federal Government for this purpose.

Analysis: The total cost to the City of Sparks for the Victim Advocate position is $66,715 annualy, including salary and benefits. The grant will pay $22,468 towards this or 34%. Additionally, the grant will provide $2,500 in funds to pay for direct services (emergency housing, food, medicine and clothing) to victims being served by the Victim Advocate.

Alternatives: The City can decline this award and seek funding elsewhere.

Recommended Motion: I move to accept the State of Nevada Division of Child and Family Services 3 year grant in the amount of $74,904.00.
