There is one vacancy on the Sparks Civil Service Commission, for a partial term ending June 30, 2023, created by the resignation of a Commissioner.
Background:
The Civil Service Commission governs the selection and appointment of all employees of the City within the provisions of Article IX of the Sparks City Charter. The regulations must be designed to secure the best service for the public. The regulations must provide for:
- Ascertaining the qualifications and experience of all applicants
- Recruitment, examination, and placement of applicants
- Proceedings for discipline, removal, and promotion of employees
- Classification of positions
- Probationary appointments which the period of probation may not exceed one year
- A procedure to confirm employees as classified employees
- Any emergency, temporary, or provisional appointments it considers necessary, and
- Such other matters as the Commission considers necessary
In 1975, the Sparks Civil Service Commission was established. Ordinance 1505 was adopted in 1985, further regulating the Commission. As outlined in Section 9.010, the Commission consists of five (5) residents of the City who must be appointed by the Mayor and Confirmed by the City Council, each for 3-year terms.
A person may not serve on the Commission if he/she is:
- An employee of the City
- A member of the City Council or appointed to another board or commission of the City, or
- Related within the third degree of consanguinity or affinity to a person who is an employee of the City.
Analysis:
Vacancies on the Commission must be appointed by the Mayor and confirmed by City Council. There is currently one vacancy, created by the resignation of a Commissioner, for a partial term ending June 30, 2023. The vacancy was advertised at the 3/8, 3/22, and 4/12, 2021 City Council meetings. Applications were accepted until 5:00 pm on April 15, 2021.
Alternatives:
- Council can approve the Mayor's recommended appointment to the Commission.
- Council can deny the Mayor's recommendation and provide further direction to the City Manager.
Recommended Motion:
I move to appoint Jenna Garcia to the Sparks Civil Service Commission for a partial term ending June 30, 2023.
