Agenda Item Brief:

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has awarded a 2020 Justice Assistance Grant (JAG) collectively in the amount of $161,256.00 to the Reno Police Department, Washoe County Sheriff’s Office, and Sparks Police Department. This funding can be used towards law enforcement training, law enforcement equipment, and law enforcement personnel overtime expenses. Sparks Police Department’s allocation of funding is $32,251.00. Reno and Washoe County will both receive $64,502.00



Background:

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has awarded a 2020 Justice Assistance Grant (JAG) in the amount of $161,256.00 to be shared between the Reno Police Department, Washoe County Sheriff’s Office, and Sparks Police Department. This funding can be used towards law enforcement training, law enforcement equipment, and law enforcement personnel overtime expenses. 

The City of Reno is the fiscal agent and responsible for all grant reporting for this grant program period of October 1, 2019 to September 30, 2023. An interlocal agreement regarding the JAG award was approved by the Sparks City Council on September 28, 2020. Sparks Police Department’s allocation of funding is $32,251.00. Reno and Washoe County will both receive $64,502.00.



Analysis:

Upon acceptance of the JAG award, Sparks Police Department will utilize the $32,251.00 to partially fund the purchase of Active Shooter/Rapid Response training equipment for City of Sparks law enforcement personnel. This equipment will provide instructors the tools necessary to best prepare sworn personnel in responding to active shooter situations.



Alternatives:

1. Council could accept the JAG award.

2. Council could reject the JAG award and provide direction to the City Manager.



Recommended Motion:

I move to accept a 2020 Justice Assistance Grant award from the U.S. Department of Justice in the amount of $32,251.00.
